Horizon Engineering was founded in 1977 by David Rossman with the purpose of serving the environmental and energy needs of industrial and commercial clients. Although capable of handling a wide range of environmental engineering activities, most of the present work is centered on air pollution emission testing and control projects for industrial plants.

Horizon now serves a variety of clients throughout the Pacific Northwest, Alaska, California, Hawaii, Asia, and Europe.
